The EU Cosmetic Products Regulation (EC) No 1223/2009 requires three core pillars for market entry: a Safety Assessment (CPSR), a comprehensive Product Information File (PIF), and an official CPNP notification.

Regulation (EC) No 1223/2009

A CPSR and a PIF must exist before a cosmetic product is notified on the CPNP and placed on the EU market.

Cosmetic Product Safety Report (CPSR)

Full safety assessment produced in compliance with Annex I of EU Cosmetics Regulation 1223/2009. Part A compiles all chemical, physical, and toxicological data. Part B is the formal assessment signed by a qualified safety assessor.

Product Information File (PIF)

Complete PIF compiled in accordance with Article 11. Contains the CPSR, manufacturing method, GMP statement, and claim substantiation. Prepared for storage at your EU Responsible Person's address.

CPNP Notification

Your EU Responsible Person files the CPNP notification. When Eldris holds that role, Eldris files it for £99 per CPSR. Marketplaces can ask for the CPNP notification before an EU cosmetics listing goes live.

Packaging Compliance Review

Detailed review of your product labels against Article 19 requirements. We check for mandatory elements like EU Responsible Person address, PAO symbols, warnings, and correct INCI formatting.

INCI List & Allergen Declaration

Your ingredient list in INCI names, with fragrance allergens declared above the Annex III thresholds, including those added by Regulation (EU) 2023/1545.

Document Collection

Formula Pre-Assessment

Our team reviews your formula against Annexes II-VI to check for prohibited substances or concentration limits before the safety assessor begins.

Safety Assessment (CPSR)

A qualified safety assessor produces Part A and Part B of the CPSR. Every ingredient is assessed for its toxicological profile and exposure calculation.

PIF & CPNP Submission

The PIF is compiled and your full documentation package is delivered, 5–10 working days after complete documents. Your EU Responsible Person files the CPNP notification. When Eldris holds that role, Eldris files it for £99 per CPSR.

01 What is a CPNP notification? +

CPNP (Cosmetic Products Notification Portal) notification is the mandatory electronic submission required under Article 13 of EU Cosmetics Regulation 1223/2009 before any cosmetic product can be placed on the EU market.

02 Do I need a CPSR before CPNP notification? +

Yes. A Cosmetic Product Safety Report (CPSR) must be completed and included in the Product Information File (PIF) before CPNP notification can be submitted. The CPSR confirms the product is safe for human use.

03 What information is needed for CPNP notification? +

You need the product name, category, frame formulation, original label, EU Responsible Person details, a completed CPSR, and your Product Information File (PIF). Your EU Responsible Person files the CPNP notification. When Eldris holds that role, Eldris files it for £99 per CPSR.

04 Is CPNP notification required for Amazon EU listings? +

Every cosmetic product must be notified on the CPNP before it is placed on the EU market (Article 13 of Regulation 1223/2009). Marketplaces can ask for your CPNP notification and your Responsible Person's details, and can suppress or remove a listing without them.

The legal representative that sellers based outside the EU must name on their products before selling there, under Regulation (EC) No 1223/2009 for cosmetics (and the General Product Safety Regulation, GPSR, for other products). The UK has its own product rules; Eldris covers the UK as an additional market. Certificate and label address issued the same day.

Registration with each country's producer register for packaging, electrical and electronic equipment (WEEE) and batteries, with the authorised representative and the annual reporting included. Extended producer responsibility (EPR) is the duty to register and pay for recycling in every country where you sell.
