Every formula includes the complete EU cosmetics documentation chain:

Cosmetic Product Safety Report (CPSR)

Full safety assessment compliant with Annex I of EU Cosmetics Regulation 1223/2009. Part A covering product safety information and Part B delivering the formal safety conclusion, signed by a qualified safety assessor.

Product Information File (PIF)

Compiled and formatted in accordance with Article 11. Contains the CPSR, product description, manufacturing method, GMP compliance statement, proof of claimed effects, animal testing statement, and all supporting documentation.

Packaging Compliance Guidance

Review of your label artwork against Article 19 requirements — EU Responsible Person details, INCI list formatting, PAO marking, allergen declarations, batch number, country of origin, and mandatory warnings.

INCI List & Allergen Declaration

Your ingredient list formatted in correct INCI nomenclature. Allergenic substances identified and declared at the correct position when present above threshold concentrations.

Volume discount on the formula fee: 5% off from 4, 10% off from 7 and 15% off from 10 formulas.

For variations of an existing assessed product — same base formulation with a different scent, colour, or minor ingredient change. A variation requires a CPSR update rather than a full new assessment.

A ten-product range built on two base formulations costs £195 + £195 + (8 × £39.95) = £709.60.

You also need an EU & UK Responsible Person

Every cosmetic product sold in the EU must name a Responsible Person established in the EU on its label, under Regulation (EC) No 1223/2009 (and the General Product Safety Regulation, GPSR, for other products). Great Britain needs a UK Responsible Person. Eldris can take this role, and issues the certificate and label address the same day.

Who needs it: Any brand outside the EU or UK selling physical products on Amazon, Shopify, eBay, Etsy or TikTok Shop in Europe.

What Is Not Included

Laboratory Testing

Stability testing, preservative efficacy (challenge) testing, SPF testing, and microbial limits testing must be conducted by a testing laboratory. These tests produce the data that feeds into the CPSR — they are a prerequisite, not part of the documentation service, and the laboratory sets their price.

CPNP Notification

Your EU Responsible Person files the CPNP notification. When Eldris holds that role, Eldris files it for £99 per CPSR.

EU & UK Responsible Person

A separate Eldris service: £195 per market, one-off, then from £19.95 a month. See above.

Registration with each country's producer register for packaging, electrical and electronic equipment (WEEE) and batteries, with the authorised representative and the annual reporting included. Extended producer responsibility (EPR) is the duty to register and pay for recycling in every country where you sell.
