The legal representative that sellers based outside the EU must name on their products before selling there, under Regulation (EC) No 1223/2009 for cosmetics (and the General Product Safety Regulation, GPSR, for other products). Registration with each country's producer register for packaging, electrical and electronic equipment (WEEE) and batteries, with the authorised representative and the annual reporting included. Extended producer responsibility (EPR) is the duty to register and pay for recycling in every country where you sell.

01 What is a Cosmetics Responsible Person? +

Under EU Regulation 1223/2009, a Responsible Person is mandatory for all cosmetic products sold in the EU. They ensure the product's safety, maintain the Product Information File (PIF), and act as the primary contact for market surveillance authorities.

02 Do I need a CPSR for every product? +

Yes. A Cosmetic Product Safety Report (CPSR) authored by a qualified safety assessor is a legal requirement for every cosmetic formulation before it can be notified on the CPNP and sold in the European Union.

03 Who files the CPNP notification, and when? +

The CPNP notification is filed online by your EU Responsible Person once the CPSR and PIF are ready. When Eldris is your Responsible Person, Eldris files it for £99 per CPSR.

04 What do marketplaces such as Amazon ask for? +

Marketplaces can ask for your CPSR and your Responsible Person's details before a cosmetic listing goes live in the EU. Eldris provides the CPSR and PIF; the Responsible Person is a separate Eldris service.
